According to https://docs.microsoft.com/en-us/dotnet/core/tools/dotnet-tool-restore there is an optional parameter --add-source <SOURCE> which can add additional NuGet Package feeds to restore tooling from.

This should allow us to use the nightly dotnet-format tool which is much more fully featured.
