If a chat hasn't been started, it doesn't feel like we need to create a new one every time the the button is clicked. If there's no text at all and no action has been taken, maybe we continue to treat it as the only new chat until someones typed something? I'm sure there's some design patterns we can borrow from other chat interfaces.
