Explain that with our current setup, people can only be in one channel at a time
Link to the projects related to each channel (people always just join #cap-public since it's not obvious what any of them are or how to choose)
Explain/link to how to set up a new channel for 18F staff

Is the cap-public for the Common Alerting Protocol, or something else?
