The template parameter `no_remediation` will cause that the templated test scenarios will contain `# remediation = none`. This is needed because the sysctl option can't be remediated at runtime.
This change will ensure that the /etc/audit/rules.d/ directory is empty and doesn't contain any other files than the file created by the test scenario. The other files could affect the test results if they exist.

This PR fixes failing /per-rule/ansible tests on RHEL 10.0.
Some of the fails on RHEL 10 were also present in RHEL 9 so they will be fixed in #13455, here are only thos that manifested specifically in RHEL 10.
