This update downgrades an error to a warning when FPL can't download a #current dependency but the dependency already exists in the FHIR cache.

Description: Update to the latest FHIR Package Loader, which downgrades an error to a warning when FPL can't download a #current dependency but the dependency already exists in the FHIR cache.
Testing Instructions: Ensure unit tests pass. No additional testing needed for a dependency update.
