Fairly simple change to add the ability to filter plugins from being loaded into the plugin tree.

Example use cases:

  • A particular plugin is only relevant in a certain context (e.g. based on environment or build parameter).
  • A certain plugin is only relevant to a particular host (in situations where multiple plugin hosts have the same pool of plugins and you want to limit which host loads which plugins).
