This updates the abanadoned O&G wells data to:

  • update from v2 to v3 input file
  • bug fixes to read the correct years of data for IL/IN
  • update to include plug status emission scaling
  • refactor to clarify the process

A few minor requested changes to the headers and a few notes. Also please confirm the emi processing script to make sure that it is not picking up any states that have 'NO' as the emissions value.
