This PR enables two modes of frequency bases: date-based, fixed interval frequency and relative frequency to ensure that strict maintenance schedules can be modeled. In addition, this PR also adds in support for starting dates, which can be used in either mode. For a complete sketch of the functionality, please see either the comments in #66 or the CHANGELOG.md.
The documentation and testing have also been updated to ensure that the functionality works as expected.
