This PR contains updates for known working (tested) versions of ROCm versions (>= v6.2.1, <= v5.4.2) for HIP and MPI+HIP versions of QUICK.
This was tested on the MI200 series GPUs on the AMD Accelator Cloud (M210 / MI250).
