This makes delete_contents_of_path and move_and_async_delete_path use io_uring when available. With this change, ledger-tool verify startup goes from: INFO agave_ledger_tool::ledger_utils] Cleaning account paths took 51.5s to INFO agave_ledger_tool::ledger_utils] Cleaning account paths took 4.7s
