Add recursive option to chmod and chown commands.
Update Message of CommandResult to indicate that the change was applied recursively when recursive is true.

Delete unnecessary sync once.
Fix build-and-test.yaml to resolve SQLite lock issues.
Refactor demote() to test that process can change ownership using supplementary group.
Add demoteFtp() to lower the privileges of webftp processes because, unlike the existing demote(), it needs to include supplementary groups when creating webftp processes.
