This is a backport of PR #4385 as merged into master (53130f2).
Issue: AAH-2360
Make it possible to disable the Sync action based on the repository's remote ..only on the detail screen
(the list screen would need to do 1+N requests to get the remote detail for each list item .. or create some on-demand action dropdowns)
This will only kick in when the remote url is
https://galaxy.ansible.com/api/. Other remotes can be synced without requirements.
