📔 Objective

To continue the process of moving the ConfigService into BitwardenKit, this moves the ConfigAPIService protocol into BitwardenKit.

Some additional utilities around this were also brought over (notably Result.httpSuccess etc.), along with a special mock for the ConfigAPIService itself, rather than relying on a broader APIService mock that isn't available.

The next step after this PR will be to build an APIService inside of the Authenticator to mirror the one in PM but without any of the account knowledge requirements.
