📔 Objective

This moves ServerConfig into BitwardenKit and makes it no longer dependent on FeatureFlag, but instead just using a string.

I did try an alternate method of pulling FeatureFlag into a protocol (still on the docket) and then making ConfigService generic against it, but it ended up being messier and ultimately more complicated than I would have liked. Moving it to a string simplifies things reasonably well (especially since they're strings under the hood already anyways), and makes the monorepo merge easier.
