no longer need the logon page in catalog... will now directly submit to the atlas logon page, patron can choose (net id or public) the atlas will finish creating the request after authentication is done.
this also is accompanied by change in the env to bypass the catalog logon, but this branch will work without that.. it might just ask to authenticate twice if the env change is not applied
