[ upstream commit 79422e8 ] In certain occasions the runtime image could already be created on a separate branch which would prevent its digests from being updated by renovate. With these changes we will always update the digests regardless if the image was created by the GH workflow. Signed-off-by: André Martins <andre@cilium.io>
