The documentation in A note about sigmas is somewhat confusing. See #123. This PR spends more words explaining the difference between a confidence region specified directly by a confidence level and a confidence region specified by the distance from the distribution center in units of sigma (for normally distributed data). Attempts are made to show the pros and cons of two approaches, but to not too strongly endorse one approach over the other.
