The version of icalendar we were using doesn't correctly site a DATE-TIME value. It always assumes a DATE and google calendar has issues with that apparently.
This is discussed on this pull request for icalendar: collective/icalendar#9
Upgrading to the latest version of icalendar fixes the issue and I was able to export an .ics file of bookmarks generated locally that imported into google calendar with no issue.
