plant_online(): assert plant_could_sleep

This prevents spurious heat requests from DHWT when starting: upon first
run in the summer, the DHWT would trigger a heat request that starts the
heatsource, since the plant_could_sleep status is only evaluated after
the first collection of heat requests.
