«Notifications» is a plugin and library for sending Notifications in Minecraft.
Each notification can have a TTL, and it's possible to send Notifications to users (UUID) to a group of users (permissions) or to all users at once.
Each user will receive the notification only once.
It's also possible to give each notification a topic, which can be used to prevent multiple notifications which the same content to one user.
