PR description

This PR addresses issue #6635 by adding developer documentation for the Verkle trie implementation in Besu.

Documentation added:

  1. Verkle Trie README - An introduction to Verkle tries, their benefits, and an index to the documentation.
  2. Implementation Overview - Technical documentation explaining the architecture, components and current status of the Verkle trie implementation.
  3. Development Guide - Practical guidance for developers working with or contributing to the Verkle trie codebase.

Key topics covered:

  • Bandersnatch elliptic curve implementation
  • Field arithmetic operations (fp and fr)
  • Point representations and operations
  • Development workflow and best practices
  • Current status and future roadmap
  • Resources and references
