Description
Similar to #8664
The PragueTargetingGasLimitCalculator and OsakaTargetingGasLimitCalculator are functionally identical to CancunTargetingGasLimitCalculator, with the sole distinction being the default max blob per block parameter, which is determined by the BlobSchedule.
Changes
Remove PragueTargetingGasLimitCalculator and OsakaTargetingGasLimitCalculator
