Description

The purpose of this change is to bump Go to a more recent version (1.21.x) and upgrade github.com/hashicorp/terraform-plugin-sdk/v2 to 2.33.0 to pull in a number of related updates.

I also ran make fmt to handle some minor formatting fixes.
