Description:
Shaman spec Restoration not using Earth Shield on any target.

Current behaviour: Tell us what happens
Shaman Restoration is not using Earth Shield on any target.

Expected behaviour: Tell us what should happen instead
Shaman Restoration should keep Earth Shield up on the tank (or on the one whom has the most HPs)

Steps to reproduce the problem:

Get a Shaman Heal.
Observe. :)

Lidocian:
So Ike3 is it possible to add triggers like party "member with most hp/aggro/mana"?
or just "party member tank,healer,dps"?
