@penguin-wwy @qingyunqu The stablehlo build is failing after the LLVM integration because of the changes introduced here: llvm/llvm-project@cc36533. Can you please take a look at the failure and add a fix?

Since include(HandleLLVMOptions) has already been done once in llvm cmake, LLVM_ENABLE_DEBUGLOC_COVERAGE_TRACKING needs to be reset to its default value.
