Why are these changes needed?
Description:
This PR fixes a broken link to Ray Workflows documentation in README.rst.
The current link (https://docs.ray.io/en/latest/workflows/concepts.html) returns a 404 error.
Updated to the correct working link (https://docs.ray.io/en/latest/workflows/index.html).
Note: The Ray Workflows library is marked as deprecated in the documentation and will be removed in a future version of Ray.
