Use the sdk client with a `COG_DOCKER_SDK_CLIENT` value. Defaults to the CLI client.

Extracted from #2327 to keep the diff small. Once the new client is merged in, setting a truthy value to
COG_DOCKER_SDK_CLIENTwill use it. Needed to run integration tests for both clients in parallel.
