v0.18.0: Refactor the way timeouts are handled

`{Task,Pipeline}Run` now handle timeouts via `EnqueueAfter` on the workqueue.

`pkg/timeout` is now removed.

We now have consistent `GetTimeout(ctx)` methods on types.
