This PR replaces the one use of stdatamodels.dqflags.interpret_bit_flags with astropy.nddata.bitmask.interpret_bit_flags. The astropy function is used throughout jwst code and after this PR stdatamodels can remove interpret_bit_flags.

Regression tests all pass: https://github.com/spacetelescope/RegressionTests/actions/runs/13465888407

Testing these functions locally, it looks like they have slightly different behavior depending on the input, but they should be equivalent for the expected use case here.

Can you please run regression tests?
