This PR replaces the one use of
stdatamodels.dqflags.interpret_bit_flagswithastropy.nddata.bitmask.interpret_bit_flags. The astropy function is used throughout jwst code and after this PR stdatamodels can removeinterpret_bit_flags.Regression tests all pass: https://github.com/spacetelescope/RegressionTests/actions/runs/13465888407
