Reverts #9346
This PR was merged without noticing that it requires a matching PR in stcal, which has not yet been part of an stcal release. Because this is not a critical fix to get into B11.3, I'm reverting the changes out of this release branch and will leave it in main to be gathered in B12.0 releases.
