CI/CD: add new distros, remove EOL distros

Excluded CentOS 6, because it does not have geos-devel package. Excluded
Debian Wheezy, because it has libgeos_c.so of version 3.3.3, but 3.4 is
needed.

Fixed buils on Ubuntu Bionic and Cosmic by configure of tzdata package
in the non-interactive way in prebuild.sh.

Fixes #9.
