web服务使用默认配置即可启动，第一次访问时，引导用户进入初始环境检查页面，然后通过初始配置向导进行配置。如果已经存在配置文件，则判断是否是新版本，可能进入升级向导，辅助用户进行新版本升级的必要操作。
