Add an http server to the CI so that HTTP loading can be tested in qemu* platforms

cmd/Kconfig: enable wget on qemu
b0e2b04 
select CMD_WGET for ARCH_QEMU. This way HTTP can be tested
on the qemu platforms in CI.
