DOCS-1609 Document activity dashboard for Multi-tenant Cloud
I updated the existing content about the org dashboard so that each section now has tabs for single-tenant and multi-tenant, with instructions for how to do the task. For example, the Users details are in Members on multi-tenant.
Without access to the Multi-tenant Cloud UI, I worked from the Dedicated Cloud UI and the RFC document.

Ready for technical review. The HTML preview will be helpful in case the diff looks messy due to the addition of tabsets.
