This PR adds a new Prometheus metric called
wormhole_reobservations_by_chainwhich will be pegged per chain and observation type. Note that initially for all chains except Solana, the type is alwaysstd. For Solana, it may also beshimfor transactions initiated by the Solana shim contract.
