Fixes #15. On paid accounts, we should

  • Avoid revoking existing certificates
  • Not try to delete the IAP capability since that results in an error

Also fixes an issue where AVP devices would break devices_getCollection response decoding (blame Apple for an incorrect OpenAPI spec.) Ran into this while dogfooding.
