Brief Description *

You can't renegotiate command rights as a government force (non-merc), forgotten restriction.
Conflicts with "Non-merc campaigns can now receive House Command Rights or Integrated, not just the latter (#6459)."
No file was deemed necessary by moderator.

3. Steps to Reproduce

  1. Select non merc force as campaing faction.
  2. open contract market
  3. can't renegotiate command rights as a government force (non-merc)
