This PR adds the option to use the flat format for setting the values of
cost_zl,cost_zu,cost_Zl,cost_Zuconstr_lbx,constr_ubx,constr_lbu,constr_ubu,constr_lbg,constr_ubg,constr_lbh,constr_ubhover the whole horizon.
In addition, fixes bug in dimension getter for
cost_Z,cost_zintroduces in #1416.
